About the author

Guillermo Valdés Castellanos was Director of the Centre for Investigation and National Security (CISEN) during President Felipe Calderón’s six-year term of office, from 2007 to 2011. In the federal public administration, he was in charge of political and strategic analysis for the ministers of Public Education, Social Development, and Programming and Budget.
